PARK CARNIVAL NEWS
The Southside Place Carnival will be held on Saturday, November 8 at Fire Truck Park. Food, fun, and games for everyone! Thank you to all the volunteers and Girl Scout Troop 25095 for your hard work! The carnival begins at 10 AM. Recycling educational handouts will be available to the public.
SHRED-IT AND HEAVY TRASH COLLECTION DAY / OCTOBER 25
On October 25, the City of Southside Place will conduct Heavy Trash/Shred-It Day for residents. Residents can bring up to 5 banker boxes of personal records to city hall for free shredding between the hours of 9 AM - 12 PM. Heavy trash pick-up starts at 8 A.M.
RESIDENTIAL WATER LINE CONSTRUCTION COMPLETE
The $ 1 Million 8" residential water line project from Carlon to University is complete.

PROPOSED TAX RATE AND BUDGET ADOPTION NEWS
During the October 14 regular council meeting, the city's 2008 proposed tax rate and FY 2009 budget were reviewed. The city's proposed 2008 tax rate is .347833 per $100 valuation. The Maintenance & Operations (M & O) portion of the tax rate at .22677 remains the same as in 2007. The new debt rate is proposed at .121063. Debt includes monies for the park clubhouse acquisition, city hall construction, and water/sewer infrastructure improvements. The city acquired the clubhouse in June, 2008. City hall construction is expected to start in January, 2009. New residential water lines were completed in October, 2008 The overall proposed 2008 tax rate remains lower than Bellaire and West University Place. Several capital items in the proposed budget include:
1) FEMA grant cost-sharing for fire equipment, 2) New 2008 police vehicle, 3) Ordinance Codification. Copies of the FY 2008-2009 budget are also available for public review at city hall.
EMERGENCY MANAGEMENT
Thank you to all the city volunteers and residents that assisted city employees and Harris County debris removal contractors during the hurricane and the recovery process. Public safety employees in our police and fire departments did an excellent job in preparedness and aftermath duties.
2008 TAX BILL MAILOUT
Tax bills will be mailed out to residents and commercial businesses the first week of November. "Homestead Exemptions Not Available" are printed on all residential bills. The average appraised home value in Southside Place is $ 902,000.
TOWN CENTER COMMITTEE UPDATE
The Town Center Committee and Jackson & Ryan Architects are finalizing city hall designs for a formal presentation to city council in the near future. Demolition of the small white building next to Poor Farm Ditch is expected in December.
BIKE PATROL ON HALLOWEEN NIGHT
Officer Keith Hrachovy will be patrolling residential streets on the police bike during Halloween night.
RECYCLING WEDNESDAY
Wednesday is RECYCLING DAY. Please place items curbside by 8:00 A.M. All plastics are being collected curbside. Please do not drop pet waste into the recycle bags. Plastic (All Numbers), Glass, Paper, Metal, and Aluminum Cans are Welcome

WATER/SEWER RATE ANALYSIS
During the November 11 city council meeting, several recommendations will be provided to city council concerning rate and meter size changes. A recommendation as to an increase in these rates is expected in December. New water/sewer rates will be implemented in January, 2009.
